To Stimulate and Sustain Economic Growth

With globalization gaining ground, foreign direct investment and, by the same token, attractiveness have become priorities for governments and regional authorities. Today these are critical criteria for economic vitality and competitiveness at both macroeconomic and microeconomic levels. Contributing to the creation of national wealth, in particular through financing for research and innovation, FDI inflows favour employment, sustainable development and shared prosperity.

This means needs of four kinds:

Monitor FDI flows, innovation and talents

From its creation, Europe + has developed partnerships with the main actors of investments, innovation (technology and services) and talents attractiveness in Europe. As such, it has launched initiatives and tools aiming to measure, compare and understand leverages of the attractiveness of the European territories.

Benchmark growth, innovation, education and employment policies

Authorities in the world’s great regions—from Asia and the Americas to the Middle East—are shaping economic policies to raise attractiveness and competitiveness, honing their arguments to win over international investors and the talents of today and tomorrow. While the models they have developed cannot be applied directly in EU Member States and their regions, Europe can learn much from a clear analysis and the comparison of initiatives and results.

Understand international investors’ needs

Investors with worldwide reach naturally take a global view of the relative advantages of countries in Asia, Europe and the Americas, weighing up strengths and weaknesses for productive investment, talent, capital and advanced technologies. Their perceptions are key pointers to emerging trends in industry, location of technology, service businesses and demographic distribution.

Govern and promote Europe’s attractiveness as a whole

With globalization, Europe’s policy makers can no longer close their eyes to the new strong competition brought by globalization with emerging economies such as China, India, many countries in South America or Middle-East for challenging Europe as the first destination for Investments, Technologies and Talents.
