A model of co-operation between the Region of Pays de la Loire and the Province of Shandong

Since 2005 the French region of Pays de la Loire and the Chinese province of Shandong have been developing an exemplary policy of decentralised international cooperation. As a matter of fact, this cooperation - practised at a regional level - offers a wide range of opportunities for mutual development into the fields of economics, research, higher education, competition level sports and culture.

Jacques Auxiette, Chairman of the Regional Council of Pays de la Loire, and Jiang Daming, Governor of the Province of Shandong, signed a cooperation agreement in 2006, quickly followed up by the establishment of the representative office of Pays de la Loire in Qingdao the same year. A lively network of twin cities span off: Nantes with Qingdao, Angers with Yantai, Saumur with Penglai and La Roche-sur-Yon with Zibo.

Only a few days ago, the announcement of a Confucius Institute to be opened soon in Angers materializes the tight links that have been built.

The Shandong

The birth place of Confucius

With the great Mount Tai standing in the south, the Yellow River Plain stretching to the north, these high mountains, wide plain and grand sea endow Shandong people with the virtue of benevolence, and gave birth to the greatest sage, Confucius.

A big economy of China

According to the general principal of building a harmonious socialist society and guided by the scientific out- look on development, Shandong has taken great efforts to promote adjustment of economic structure and transformati- on of development pattern in recent years, and thus gained rapid growth of national economy. In the year of 2007, the GDP of the province reached 2.59 trillion Yuan, ranking the 2nd in the country and keeping a two-digit growth rate for 17 years in a row.

Humanistic society

Being so close to Confucianism, Shandong people are honest, appreciating study, generous, and credit-worthy, and the society take on a stable, harmonious, prosperous, and culturally and scientifically advanced outlook.

Shandong enjoys good infrastructure, developed matching industry chains, abundant human resources, high-quality labours, great market potentials, and satisfying government services.
