The "Europe+" Foundation — a European think tank dedicated to the attractiveness and competitiveness of Europe

Dear friends,
Three years on, the idea of a regular forum to focus debate on policies in support of Europe's competitiveness and attractiveness has become a reality. The LA BAULE World Investment Conference, accompanied by our proposals and reports, has won its place as an annual venue for international investors, businesses and political leaders at regional, national and European level. We owe this success to you and the many among you who have attended working sessions in Brussels, Paris, Madeira and La Baule, and whom we hope to see in the future in sessions that may be in London, Madrid, Berlin, Budapest, Tallinn, Tunis or Istanbul. Your commitment and support have been invaluable and we are extremely grateful.
Now, looking ahead with the same commitment to efficiency and plurality that has always guided our action, our task is to consolidate what has been achieved, ensuring that our debates, our ideas and know-how have a lasting basis with a permanent, day-to-day presence. We certainly have no intention of falling into the trap of short-term initiatives to win media attention.
We also need to expand our task force, recruiting new intellectual resources to represent a broader range of views. Academics, union leaders and representatives of civil society can all make valuable contributions and, by the same token, help us avoid the dangers of inbred thinking and uncritical consensus.
To meet these two key challenges, we have set up the "Europe+" Foundation, a private organization totally dedicated to our original goal, enhancing the attractiveness and competitiveness of Europe. The Foundation will draw strength from the participation of Ernst & Young, whose annual European Attractiveness Survey presented at the LA BAULE Conference provides us with the reliable indicators we need to understand trends in this area as they are reflected in international investment flows — highlighting both the place of Europe relative to other major regions of the world, and the achievements of EU members and their regions.
On November 8, we will be meeting representatives of the European Commission and Parliament to present this initiative. Our high-level delegation will also meet the President of the Commission, Mr Jose Manuel Barroso, and present him with a report based on the conclusions of the 2005 World Investment Conference. This comes at a crucial time for Europe, with the presentation of National Action Plans, preparation of policy guidelines on industry and final negotiations on the EU’s new Financial Framework.
We will be glad to have an opportunity to report to you on these meetings and we look forward to seeing you for a relaxed lunch before the Strategy Committee meeting, which will be looking at the new challenges we hope to share with you.

LA BAULE 2005 key figures
The third edition of the conference was a success where some 700 high-level international leaders, captains of world industry, EU and EU member State national and regional political figures, European economic development agency heads, experts and journalists meet and exchanged views.

Growth and Jobs: the European Commission tables 19 measures to boost innovation and research
The EU invests about a third less in research than the US, and the EU/US innovation gap has not narrowed in recent years. Meanwhile, emerging countries like China and India are fast becoming world-class centres of research and innovation. To address this challenge, the Commission has tabled an integrated innovation/research action plan, which calls for a major upgrade of the conditions for research and innovation in Europe.

Innovation policy in Europe: Competitiveness and Innovation Framework Programme
On the 6th April 2005, the European Commission has adopted the proposal for a Decision of the European Parliament and the Council on establishing a Competitiveness and Innovation framework Programme (CIP) for the period 2007-2013. The framework Programme will provide a coherent framework for all Community actions implemented in the field of entrepreneurship, SMEs, industrial competitiveness, innovation, ICT development and use, environmental technologies and intelligent energy.

EU-Russia relations: next steps towards visa facilitation and readmission agreement
Today, in the margins of the EU-Russia Permanent Partnership Council (JHA) in Luxembourg, the Vice-President of the European Commission, Mr Franco Frattini, and Presidential Aide, Mr Viktor Ivanov, will put their initials to two bilateral agreements on the facilitation of visa and on readmission.
